Solution:

When you are issued a computer account, you will need to purchase print quota
from Wolfcopy before you can print to printers in most public computing labs. 
You can find a list of labs with WolfCopy printers in them here:

You can purchase print quota with cash or check from Administrative Services I
on Sullivan Drive (Monday through Friday, 8:00AM-5:00PM), at the Materials
Management Warehouse (Monday through Friday, 8:00AM-5:00PM), or at the D.H. Hill
Library (Monday through Friday, 8:30AM-5:30PM).

You may also purchase print quota online with a credit card at:

or you may request an emergency print quota IOU at:

   http://print.ncsu.edu/

to be repaid in cash within 48 hours. Your print quota will be charged
$0.06 for each black and white page and $0.25 for each color page that
you print, even if your quota drops below $0.00  Please note that printers in
DH Hill Library conform to a different pricing scheme.  Printing to printers
dhl-1102-1, dhl-1102-2, dhl-2144-1, dhl-5413-1, and dhl-6402-1 costs $0.10 per
page.  Printing to printer dhl-2144-color1 costs $0.60 per page.
